Compliance Notice: Changes to Portugal packaging waste compliance

crate-895939_1920.jpg Sociedade Pontoverde, the Portuguese packaging compliance scheme, will only deal with household packaging waste from 1 January 2017. Packaging to be submitted will include packaging of fast moving consumer goods – primary, check out bags and multipacks.

SPV will no longer manage secondary or tertiary packaging for the packaging of fast moving consumer goods and all packaging of industrial products. 

​SPV are also no longer the only packaging compliance scheme in Portugal. A license for primary packaging has also been granted to the scheme Novo Verde. Amb3e has also applied for a license to handle packaging waste. 

It is currently unclear who is going to manage secondary or tertiary packaging and the law states that packers have the responsibility to manage them. If you are an industrial waste producer you should already have a contract with an authorised waste management operator to collect the waste packaging, however it is not clear whether this is sufficient to comply with the law and therefore SPV are advising that companies question the Portuguese Environment Agency on this matter (Agência Portuguesa do Ambiente) to understand exactly how to comply with their industrial packaging waste obligations.
